What is dPEP and fPEP?

In the South African context, the FIC Act distinguishes between two types of politically exposed persons:

A DPIP is an individual who holds, including in an acting position for a period exceeding six months, or has held at any time in the preceding 12 months in South Africa, a prominent public function as listed in Schedule 3A of the FIC Act.

An FPPO is an individual who holds, or has held at any time in the preceding 12 months, in any foreign country a prominent public function as listed in Schedule 3B of the FIC Act.

Which bank accounts can I check on the Account Verification Service?

The bank account verification service on TPN Credit Bureau verifies the account details specified directly with the bank and a result is returned indicating whether the account is open, active and linked to the specified applicant.

ID Verification using biometrics and a realtime selfie

Verifying Identity using ID Biometrics - Helping to Combat application fraud.

The ID Biometric or Selfie check is the most highly recommended verification of Identity as it allows you to perform a live "selfie check" on the applicant, almost always verifying that you are indeed dealing with the correct person.

The selfie check performs two crucial checks to combat Identity fraud:

1. Is the applicant present to take a selfie in front of a computer or on their phone?

This ensure they are the actual applicant you are expecting, and that they are actually in front of the camera and alive. Not just a decent ID book copy that looks right. This also verifies they have access to the email or cellphone you sent the link too.

2. Does the applicant, you have just taken a photo of, exist at Home Affairs and do they match the picture on file for the ID Number and Name you captured?

The captured photo is then vetted against the details you have captured and the photo at Home affairs. Again ensuring the person matches the details you will use to vet your tenant against and use to draw up a lease agreement.

How the check works:

In this check a SMS is sent to the applicant to ask them to confirm their identity, this SMS is sent the phone number captured on the Credit check.

Once the applicant clicks the link in the SMS it will ask them to capture themselves using their phone / computer camera. The Check will ask them to move their head around in a defined area and follow on screen instructions.

Once a photo is captured the photo is verified against the latest ID or Passport picture captured at the Department of Home Affairs. This can be a green barcoded ID, a smart card or passport.

We will verify that the details you captured match those on the Home Affairs database and the photo is of the same person who was assigned the ID Number.

Once the check is completed by the applicant the Home Affairs photo as well as the selfie photo will be returned to you with an outcome showing mismatched fields and/ or non-match of photos.

Displays a green tick next to “Selfie” shows the Selfie check was done successfully, and the ID Photo matches the image captured on the selfie check.

Its important to note that results will only display on the check once the person who receives the link has captured their selfie.

Not Yet Completed / In Progress:

This indicates the Selfie check has not yet been completed. No results are returned until the applicant completes the check.

Unsuccessful status codes:

These codes indicate the selfie was attempted but was either unsuccessful or result returned was not as expected.

What is a default judgement?

A default judgment results from the named respondent's failure to appear in court or from one party's failure to take appropriate procedural steps.

It is entered upon the failure of the party to appear or to plead at an appropriate time.

Failure to appear or answer is considered an admission of the truth of the opposing party's pleading, which forms the basis for a default judgment.

The default judgement is public information and appears on your credit report for 5 years or until the judgement is rescinded by a court or paid in full. Once paid in full the consumer no longer has to get the judgement rescinded in court.

What South African Sources are used for the EDD Check?

The TPN Enhanced Due Diligence check includes a Sanctions module.

In this module we check the Targeted Financial Sanction's list as stipulated by the FIC, from both the original source the United Nations Security Council and from the list published by the FIC.

This sanctions module also includes over 5500 other global lists and sources. Our objective is to help ensure your compliance and give you extra information to help protect our clients from fraud and other scandals that can negatively affect their businesses.

What is Political Exposure in terms of FICA?

In terms of FICA a politically exposed person (PEP) is an individual who holds or has held a prominent public function.

Within this position, the person has a level of influence and control over public funds, benefits, and decision-making. The abuse of such a position in office could result in corruption and bribery that may serve as a predicate offence to money laundering.

Although there is a heightened risk of money laundering associated with politically exposed persons, it does not mean that all politically exposed persons are linked to and engage in illicit activities.

How do you receive the Biometric ID / Selfie Check link?

You will receive an SMS that reads as follows:

“TPN: Please confirm your ID for <School Name> by clicking here https://tpn.curata.co.za<unique link>”

This enables you to verify that who the link is from, and the link is genuine. You may receive multiple links is you work for more than one employer.

Understanding a South African ID Number

What does ID blocked mean? And how do I action this?

The ID is blocked by DHA.

It could have been reported by the Consumer as being used fraudulently, or DHA picked up that it has been fraudulently used and blocked the ID.

The Consumer must contact DHA and receive a Clearance Letter before you proceed with placing the tenant.

Bank Account Verification Terminology

The account verification is an enquiry that will verify the banking details, supplied by the applicant, do in fact belong to them.

These banks are available on the service.

Dispute Declaration

I acknowledge and undertake that in respect of any amount claimed by me from a consumer:

I have complied with all of the provisions of the National Credit Act 34 of 2005 (“the NCA”)
3 (Three) consecutive billing cycles have passed, during which time the consumer has failed to make payment of the minimum amounts required in terms of their agreement or other legally binding document;
The debt demanded by me has not prescribed;
As at the date of me loading any default, the amount demanded has not been settled in full by the consumer; and
I have given the consumer the requisite 20 (twenty) business days’ notice, as is required in terms of regulation 19 of the NCA, prior to loading the default.
